Letter Case in High Way Signs

With the constant influx of tourists for Angkor Wat, why are high way signs in Siem Reap city written with incorrect capital letters and lowercase leters? It’s a pet peeve to notice those big white letters on green metal boards above the steady flow of wild traffic.

Other interesting traffic signs I’ve seen include one yellow medium sized one with a buffalo. Difficult to make out in a speedy bus. However, quickly following the sign was another crossing buffalo sign, this time a HUGE buffalo icon was up. It was funny to see two one after another.
